What are public policies? They are the most concrete embodiment of politics.
What governments do, and fail to do, to deal with collective problems.
This course is about how you decide which problems to tackle and which solutions to adopt.
A primarily political and social process that often escapes purely rational analysis.
Throughout the course we will analyze why some problems acquire the category of public problems while others do not attract attention, we will describe the political struggle that usually exists behind the description and interpretation of the problems, we will identify the complex network of actors willing to influence the adoption of public policies, and how discrepancies tend to extend beyond decision-making and even the practical application of public policy.
We will also deal with the great difficulties faced by governments and social actors to get to know if the policies that are carried out are really useful and how to learn to improve their performance.
The objectives of this course are: 1.
Show students a number of real cases that illustrate the complexity of public policy adoption processes, and how these processes can be inconsistent with rational decision-making models.
2.
Transmit to students the fundamentals and instruments of public policy analysis so that they can creatively face real-world problems.
3.
To help students become citizens who are knowledgeable about the functioning of democratic systems.
For this reason, the course is aimed at all people interested in collective problems, as well as those who want to become prominent participants in the policy-making process, whether as analysts, public officials, third-sector workers, or as citizens committed to political causes.
It is also aimed at students who are preparing to start undergraduate or postgraduate studies in public administration, public management or public policy analysis.
